HKBIA Update: Comprehensive plan for the “Kai Tak Water Sports, Events and Yacht Bays”

13 Oct 2026 10:29 | The Chair (Administrator)

Dear Members,

The Hong Kong Boating Industry Association (HKBIA) continues its active dialogue with the HKSAR Government—including the Development Bureau and the Marine Department—to champion the long-term growth of Hong Kong's leisure marine, tourism, and recreational sectors in Kwun Tong.

Letter to Marine Department

Key Areas of Engagement

Our recent submissions and ongoing discussions focus on vital structural improvements needed to support our community:

  • Expansion of Sheltered Waters & Moorings: While registered pleasure vessels have grown significantly over the past two decades, sheltered mooring spaces have remained static. We are strongly advocating for new marinas, typhoon shelter expansions, and designated mooring allocations across key locations.

  • Strategic Waterfront Development: We continue to push for marine-friendly infrastructure in emerging and established districts—ranging from Sai Kung and Tolo Harbour to Kai Tak, Tseung Kwan O, and Victoria Harbour—incorporating landing steps, breakwaters, and facilities that connect water sports and boating directly to the community.

  • Streamlined Governance: Establishing a dedicated cross-bureau framework and clear administrative oversight for water-based recreation is essential to unlock Hong Kong's maritime economy safely and efficiently.

We remain committed to representing your interests, fostering open cooperation with government officials, and ensuring that our industry's voice is heard at every level.

We will keep members updated as our discussions progress. Thank you for your continued support of the HKBIA.

Kind regards,

Lawrence Chow

Chair
