    The Hong Kong Boating Industry Association is now one year old and it has firmly established itself as the ‘go to’ organisation for all matters concerning the pleasure boat industry. The first year has been spent creating the infrastructure for the Association, which now has a membership of 44 companies. Establishment, Articles of Association, bank account, website, international relations, Government relations and getting members have taken up the bulk of the time for the first year of the Association. A Council was formed to represent the various sectors, and these representatives update the Council on the various developments.

    香港遊艇業總會(HKBIA)已成立了一年多,我們已確立為遊艇業界處理事務之機構。我們第一年為總會建立基礎設施的一年,現總會已有44家公司成員加入。總會首年大部份時間用於成立會址、編制公司章程、開立銀行帳戶、建立網站、聯繫國際、聯繫政府和招募會員等。我們已奠定了一個代表各界別的理事會,各界別代表會向理事會匯報最新情況和各種事態發展。



    The Hong Kong BIA has established a bilingual website www.Hongkongbia.com <http://www.hongkongbia.com/> along with the accompanying social media sites. Lead by Suzy Rayment (Asia Yacht Press), with support from Paul Blanc (Beneteau) and Genevieve Mok (Man Lee Tat/Yamaha) this has moved along nicely.

    HKBIA設有一個雙語網站www.Hongkongbia.com,與社會媒體網站連結。此網站由亞洲遊艇出版社Suzy Rayment的作為領導,得到Beneteau 的Paul Blanc 和 Yamaha/萬里達的 Genevieve Mok的協助建立網站,過程非常順利。

    We have been actively engaging with the HK Government Marine Department offering professional advice on construction and safety standards for pleasure vessels, surveying, qualifications and clarification on the required documentation for registration of vessels newly arrived in Hong Kong. This Government Liaison group has had a busy time under the leadership of Lawrence Chow, Vice Chair, (China Pacific Marine), with the support of Alan Reid (RHKYC), Andrew Chan (Ronsil) and Baggy Sartape (Asia Boating). Meetings have been held on standards as well as the perennial mooring issues Hong Kong faces.

    我們非常積極與香港政府海事處接觸,就有關遊樂船隻的建造和安全標準、測量、資格及有關新船登記所需文件的澄清等,提供專業意見。由香港政府小組成員China Pacific Marine副主席的Lawrence Chow為首,連同成員RHKYC的Alan Reid,Ronsil Development 的Andrew Chan和Asia Boating 的Baggy Sartape的協助下,經過一輪忙碌工作,在標準方面及香港面臨長期船隻停泊的問題舉行了有關會議。

    The Hong Kong BIA Council has also formed a professional standards sub-group, headed by Richard Lamble (Marine Surveys & Engineering) with great input from Bryan Tse (Anglo Eastern Yacht Services), to work on guidelines for fair and professional business dealings for members to use in their businesses - not only between themselves, but also with end-user purchasers of boats and equipment, and professional employees on larger yachts.

    HKBIA理事會亦成立了一個專業標準小組,由Marine Survey & Engineering 的Richard Lamble引領,另外得到Anglo Eastern Yacht Services的Bryan Tse 大力支持下,提供大量相關的資料,而制定了公平及專業商業交易的指引,此指引可以提供各會員使用;除此之外,此資料亦適用於船隻和設備的使用者/購買者以及大型遊艇的專業雇員指引之應用。

    The Hong Kong BIA is now a member of the International Council of Marine Industry Associations (ICOMIA) and has been working with them on bringing international co-operation and standards into Hong Kong. These initiatives, worked on by the whole council under the leadership of Chair Simon Boyde (Storm Force Marine), should simplify regulations and the applicability of them in Hong Kong in the future.

    本會現已成為國際遊艇工業總會ICOMIA的會員之一,並與該協會緊密的合作,將國際標準引入香港。委員會主席Storm Force Marine 的Simon Boyde 將整個規則簡化,提供香港日後遊艇業採用。

    Membership of ICOMIA and the Hong Kong General Chamber of Commerce (HKGCC) has enhanced the reputation and exposure of Hong Kong and in particular our marine businesses in Hong Kong with both organisations giving members a variety of benefits. The membership of ICOMIA is of particular importance, giving Council and members access to the resource guidelines published by other professional marine bodies from around the world.

    由於本會已獲確定成為ICOMIA和香港總商會員的資格,從而提升香港遊艇業的聲譽和知名度,兩會組織因而特別給予香港遊艇業會員提供各種福利。理事會的成員組成非常重要,因理事會和成員能夠獲得世界各地及其他專業遊艇工業機構發佈的最新資料。

    Establishing the Hong Kong BIA has been a plan long in the making, and the first year has proved to be busy and time absorbing for the initial council members, especially our Treasurer Louise Connolly (Storm Force Marine) and our Secretary Vincent Yeung (Ince & Co). The first year finished off with a popular members’ networking event that had to be rescheduled to late September due to the clash of dates with Typhoon Mangkut!

    成立HKBIA是一個醞釀已久的計劃,事實證明第一年的初期理事會成員工作是非常繁忙及費時,特別是我們的財務主管Storm Force Marine 的Louise Connolly和我們的秘書Ince & Co 的Vincent Yeung。我們同期完成了一個頗受歡迎的會員網絡活動,但由於當日颱風山竹的關係因而改期,最後在上年九月下旬才得已完成。

    2019 is looking to be a pivotal year for the Association, with our second AGM due in April (where revisions to our Articles will be presented to Members) and where a new Council will be elected. Almost immediately afterwards, at the end of March, we are honoured to be hosting the spring ICOMIA Executive Committee Meeting. This will be an excellent opportunity to meet with leaders of the industry from around the world and, perhaps more especially, for those people to be introduced to the Hong Kong market, its possibilities and its limitations, and to focus on what Hong Kong has to offer. Hong Kong BIA Members will have an opportunity to meet with Executive Council members at a members-only event. The Association’s engagement with MarDep is still a primary focus, and they are considering our proposal to focus on CE regulation, with its associated ISO standards, as a standard for new boats under 24m brought into HK.

    2019年有望成為協會關鍵的一年,我們的第二次的年度會員大會將於四月初舉行(屆時將向各會員提交我們的條款修訂)及選出一個新的理事會。 接著,我們於3月底便會由主辦理事會執行委員會召開春季會議。是次會議將會與來自世界各地的業界領袖會面,內容著眼於香港提供的議案,HKBIA會員將有機會參加該項活動,活動只限會員參與,有機會與行政會議成員會面,機會難逢,萬勿錯過。 

    The Hong Kong BIA has managed to tick off most of the first seven steps of its Road Map: 1. Legally establish – initial meeting, incorporation, bank account etc. 2. Get members. 3. Set up system of frequent sectorial and overall council meetings 4. Obtain Government recognition 5. Obtain international recognition – ICOMIA 6. Setup meetings with Govt. departments. 7. Establish presence - physical location, web, email, membership database, (plus secretariat and staff in due course) HKBIA

    已成功區劃了七個大部分步驟的路線圖: 1. 正式註冊成立本會-首次會議、公司註冊、銀行帳戶等 2. 招攬會員 3. 建立部門和理事會會議的制度 4. 獲得政府認可 5. 獲得ICOMIA認可 6. 與政府各部門舉行會議 7. 建立現有會址、網頁、電子郵件、會員資料庫(包括秘書處和工作人員)

    But there is still much to be achieved going forwards: 8. Survey of the Membership and promotion of a members’ forum [Set up resources covering regulations, legal, best practice, standards, environmental) 9. Establish our own showcase – “BOAT Hong Kong” for the industry. 10. Initiate projects promoting boating in HK including Annual Awards We also need to expand the membership: with this in mind we are promoting a freeze on membership fees for new members, and existing members who renew their membership before the AGM.

    The Hong Kong BIA Council has been busy over the Hong Kong summer establishing the infrastructure of the new Association. The membership has expanded to 40 companies, with more applications already in the pipeline, and the Council is looking forward to welcoming members to the Association’s first networking event to be held in mid-September.

    香港遊艇業總會在今個夏季一直忙於制定新總會的基礎架構。會員數目已擴展到40家公司,更多的申請已經在處理當中,理事會很期待歡迎會員參加本會將於9月中旬舉辦的第一次網絡交流活動。


    The Hong Kong BIA is now the newest member of the International Council of Marine Industry Associations (ICOMA), which means that Hong Kong BIA members will have access to documents published by ICOMIA on subjects such as boating industry standards and guidelines. In a major vote of confidence, the ICOMIA Executive have asked the Hong Kong BIA to host their Spring Executive Committee meeting in Hong Kong. This is a substantial international event, and will give the Council and our members the opportunity to meet up with the leaders of the Marine Industry worldwide. More news on this will be forthcoming in due course.

    香港遊艇業總會現在是國際航海業協會(ICOMA)的最新成員,這代表著香港遊艇業總會的會員可以查閱ICOMIA所發布有關遊艇行業標準和指引等主題的文件。在一次重要的投票中,ICOMIA執行委員會已要求香港遊艇業總會在香港舉辦春季執行委員會會議。這是一項重大的國際活動,將使理事會和我們的會員有機會與全球航海業的領導者會面交流。 有關這個活動的更多消息將會在適當時候提供。

    The Hong Kong BIA has joined the Hong Kong General Chamber of Commerce and has already, via the Hong Kong BIA Government Liaison Group, initiated discussions with appropriate Government departments. The main focus has been to engage the Marine Department (MarDep), and the Association is now working with different sections of this Government body to promote the views of the Pleasure Boating Industry.

    香港遊艇業總會已加入香港總商會,並已透過香港遊艇業總會的政府聯絡小組與有關政府部門展開討論。主要重點是與海事處(MarDep)緊密聯繫,本會現正與這政府架構内不同部門合作,以倡導對遊樂船行業的見解。

    While the acute shortage of moorings in Hong Kong is an ongoing pressing concern, forming a major part of planned discussions with Government, the liaison group is reviewing international regulations and encouraging MarDep to embrace environmental policies and clean water initiatives.

    香港繫泊船位嚴重短缺並受到持續關注,因此與政府部門的商討便成為主要部份。聯絡小組現正檢視國際法規,並促使海事處接納環保政策和潔淨水措施。

    Other areas being addressed are construction and safety standards for pleasure vessels, and clarification on the required documentation for registration of vessels newly arrived in Hong Kong.

    其它需重視的範圍包括遊樂船的建造及安全標準,並釐清有關新抵港船隻所需登記文件。

    The Council has also formed a professional standards sub-group, which will work on guidelines for fair and professional business dealings for members to use in their businesses - not only between themselves, but also with end-user purchasers of boats and equipment. Membership of ICOMIA will be an important source for this project, as will guidelines published by other professional bodies around the world.

    理事會還成立了一個專業準則小組,負責制定會員在其業務中所使用的公平和專業的商業交易準則 - 不僅在會員當中,這還概括船隻及裝備購買的最終使用者。ICOMIA 的會員將會是此計劃的重要資訊來源,因為其發放的指引是來自世界各地的專業團體。

    The Association has a new logo and a bilingual website with a members login facility for members-only content and online event booking. In addition, social media platforms are being prepared.

    Our members cover a great many areas of the boating industry in Hong Kong. We are delighted to be the representative body of the leisure boating industry in Hong Kong, and we look forward to growing the Association’s membership and voice in the coming months.

    New Council for Hong Kong BIA - 香港遊艇業總會新理事會

    After four months of hard work the Hong Kong Boating Industry Association (HKBIA) is now up and established, with a Council being elected at the AGM held on 28 March 2018. Acting Chairman Simon Boyde then gave an update on the legal standing of the Hong Kong BIA, and the Acting Treasurer Louise Connolly reported on the financial position and the number of members. A strong turn out of company representatives then elected a Chairman, Deputy Chairman, Treasurer and Secretary, along with the eight sectorial representatives. The membership then approved the Aims and Objects incorporating Industry Sectors for the following year and confirmed that the nominations which had were received 21 days before the meeting were approved.

    經過四個月後的努力HKBIA終於起步並正式建立。在2018328日的周年會儀中成立理事會。 執行主席Simon Boyde,向眾人解釋HKBIA的法律地位,執行財務主席Louise Connolly則提交財政報告及會員人數。當天參與議會的人數眾多,同時選出主席,副主席,司庫,秘書及八名行業會員代表。 會員通過‘宗旨和目標’ 及組成了行業代表。就議會在21天前收到提名人的名單,選出理事會和和行業代表名單如下.

    Items discussed under ‘AOB’ included the provision of funding to purchase a Membership Management / Website / Online Event Management Software programme so that a cloud-based membership management system can be set up to communicate with the membership. The role of an Honorary President was also proposed, and the meeting closed with a discussion on a ‘new’ boat show being organised in November by the Cruise and Yacht Association.

    MarDep were invited to the HKBIA meeting. Although they were unable to attend, a message was received wishing “every success to the Association in the future, and we are looking forward to meeting with the Council."

    The HKBIA has also received an invitation from YP Loke, head of the Singapore Boating Industry Association, inviting one or more HKBIA members to join a forum discussion to be held during the Singapore Boat Show. Members who will be at the show have indicated they can attend on behalf of the Association and report back.

    The meeting adjourned at 8.30pm.


    會議上, 申請撥款購買”會籍管理/網頁/網上活動管理軟體”以用作與會員溝通之用,並獲得通過。 會上亦提及邀請名譽會長,此話題留作日後討論。會議結束前,就本年11月由Cruise and Yacht Association舉辦一個新的遊艇展覽,本會對此表關注。

    HKBIA曾邀請香港海事處來參加今次的會議,可惜香港海事處未能派員出席,但他們祝HKBIA成功和希望將來再見。

    收到YP Loke (head of Singapore Boating Industry Association)邀請HKBIA參加他們在新加坡遊艇展覽會的論壇會議,屆時誰會代表HKBIA出席新加坡遊艇展覽的會員未有定案。

    Hong Kong BIA is Up and Running! 香港遊艇業協會(Hong Kong BIA)正蓄勢待發中!

    The Hong Kong Boating Industry Association, a trade association that represents all sectors of the leisure marine industry is now up and running. “It’s remarkable,” said Simon Boyde, Acting Chairman, “that although Hong Kong has the biggest concentration of pleasure vessels in Asia, and is undoubtedly the biggest centre of boating in the region, the industry has no representative association – unlike all our neighbours. This has now been fixed and around 30 companies have now joined and paid their membership fees.”

    香港遊艇業協會是一個代表香港休閒海洋工業的協會,目前正處於組建的最後階段。代主席 Simon Boyde說:”儘管香港是亞洲地區遊艇最集中及最大的中心,但這行業從沒有成立過一個具代表性的組織, 這與鄰近地區國家不一樣。目前已有來自多於25間公司申請入會, 並繳交會費及首年年費, 協會正進行改善及籌組中 這是非常之了不起!”

     

    Now that the Association has been legally established, a Council will be formed consisting of a Chair, Deputy Chair, Secretary, and Treasurer plus eight members (one from each of the HK Marine Industry Sectors. This leads to the next step, which is the Inaugural General Meeting to held soon (date to be confirmed) where paid up members of the Association will elect the officers and appoint industry sector representatives for the eight sectors, which are:

    “We believe that it is absolutely essential that the HKBIA be representative of as many companies as possible under the umbrella of the leisure marine industry,” said Louise Connolly, Acting Treasurer. “The amount of immediate support for the initiative shows that such an Association is long overdue for the industry.”

    第一屆年度會員大會籌備工作將在農曆新年後開始。
     
    代財務主管Louise Connolly: “我們認為香港遊艇工業協會在休閒海洋工業傘下絕對必要包覽各業界代表”“支持這一倡議的單位數量已明確顯示,這個協會早就應該成立了”。

     
    It is intended that the Sectors will meet on a monthly basis, and report back to the Council. Corporate Members of the HKBIA may register with up to two sectors at the time of enlisting. The proposed fee structure is pitched “deliberately low” in order to encourage all companies – big or small - to join the Association. Individual Membership has been proposed and details to be determined by the new Council, once it has been formed. Only with an appropriate level of inclusiveness and professionalism will the HKBIA be properly recognised both locally and internationally, and be in a position to approach Government and other bodies with the authority to speak on behalf of industry participants.

    預計各業界代表將每月開會,並向理事會匯報。企業會員在招募時最多可代表兩個界別。為了鼓勵各遊艇相關業務的公司(不論大小)加入協會,建議中的入會費及年費相對便宜。個人會員可於特殊情況下申請。只有具備應有的包容和專業精神,才能在本地和國際上得到認許,並能夠代表行業成員與政府和其他機構進行磋商及交涉。

     
    Thanks go to the Royal Hong Kong Yacht Club for hosting the preliminary meeting, and to Ince Law for the pro bono work done in helping to set up the Association. With a green light from the industry the future of the pleasure boating industry in Hong Kong is looking very positive indeed.

    非常感謝皇家香港遊艇俱樂部主辦初步會議,並承諾舉辦首次大會,以及為協助成立協會而進行的慈善工作。業內人士認為,香港遊艇業的未來確實非常看好。

    GREEN LIGHT FOR Hong Kong BIA 香港遊艇業總會獲開綠燈

    The inaugural meeting of the Hong Kong Boating Industry Association (Hong Kong BIA) was held on the 28 November, at the Royal Hong Kong Yacht Club. It’s been a long time in the gestation, but the meeting on the 28 November, saw the first step in the creation of the Hong Kong Boating Industry Association, a trade association aiming to represent all sectors of the leisure marine industry from charterers to chandlers, in Hong Kong.
    香港遊艇業總會就職會議於1128日在皇家香港遊艇會舉行。這會議醞釀多時,然而在1128日的會議中,見證了踏出創立香港遊艇業總會的第一步,這商貿協會的目標是能夠代表香港休閒海事業務從租船業到船具零售商中的所有界別。


    It is remarkable,” said Simon Boyde, Acting Chairman, “that although Hong Kong has the biggest concentration of pleasure vessels in Asia, and is undoubtedly the biggest centre of boating in the region, the industry has no representative association – unlike all our neighbours.”

    代主席Simon Boyde這是值得注意的雖然香港在亞洲區是最大的休閒船隻集中地,同時毫無疑問也是區域內最大的船隻中心。但是業界並無任何協會代表- 和鄰近地區有所不同。


    That is now being fixed. At a meeting of over 60 marine company representatives at the Royal Hong Kong Yacht Club (standing room only – literally), and after the Aims and Objectives of the proposed Association had been outlined to the floor, a unanimous show of hands said, “yes, let’s do this,” and the creation of an Hong Kong BIA was approved. More than half the companies signed the Articles of Association on the spot and a number of companies handed over cheques to join the Association.

    現時已被確立了。在皇家香港遊艇會有超過60間海事公司代表出席的會議中(只設企位房間-字面上),向各在場人士講述建議協會宗旨及目的各要點大綱後,大家一致舉手表決同意,一起去做吧。香港遊艇業總會因此被認可創立。超過半數公司即場簽署協會條款,同時亦有若干公司交付支票加入協會。
     
    An Inaugural General Meeting to elect officers and appoint industry sector representatives will take place next month. Sectors to be included in the Association will be:

    We believe that it is absolutely essential that the Hong Kong BIA be representative of as many companies as possible under the umbrella of the leisure marine industry,” said Louise Connolly, Acting Treasurer. “The amount of immediate support for the initiative shows that such an Association is long overdue for the industry.”

    Once the Association has been legally established, and that is currently in progress, a Council will be formed consisting of a Chair, Deputy Chair, Secretary, and Treasurer plus eight members (one from each of the HK Marine Industry Sectors, listed above). It is intended that the Sectors will meet on a monthly basis, and report back to the Council. Corporate Members of the HKBIA may register with up to two sectors at the time of enlisting.

    當協會合法地成立後,現時已有進展,一個委員會將會組成,包括一位主席,副主席,秘書,及司庫加上八位委員(上述香港海事業界各一位)。

    委員會計劃業界每月開會一次並向委員會匯報。香港遊艇業總會的公司會員可註冊加入兩個業界成為代表。

    The proposed fee structure is pitched “deliberately low” in order to encourage all companies – big or small - to join the Association. Only with an appropriate level of inclusiveness and professionalism will the Hong Kong BIA be properly recognised both locally and internationally, and be in a position to approach Government and other bodies with the authority to speak on behalf of industry participants.
    為鼓勵所有公司 大或少- 加入協會,因此建議費用定為偏低

    只要有適當程度的包容性及專業性,香港遊艇業總會便會在本地及國際間獲得承認,同時亦可具有位置代業界向政府及法定組織發聲。

    Thanks go to the Royal Hong Kong Yacht Club for hosting the meeting and to Ince Law for the pro bono work done in helping to set up the Association. With a green light from the industry the future of the pleasure boating industry in Hong Kong is looking positive.

    The HKBIA had planned to participate in this show to represent members interests.

    With more than 90 percent of the exhibitors opting for a postponement, The annual HK Int’l Boat Show at Club Marina Cove held on the first week of December will be postponed to 2020. The exact dates will for the rescheduled show will be released at a later date. We plan to participate in the show once it is rescheduled and will keep members informed of progress.

    On 25th October, Hong Kong BIA participated in the “Asia-Pacific Yacht Industry High-Level Forum” organised by the Macau Yacht Show. The Forum covered 3 areas: Developing the Sailing Yacht Economy, Yachting in the Greater Bay Area (GBA), and Yachting and Marine Economic Development.

    The Keynote speaker was Tong Shing, President of the Hong Kong Sailing Federation, (Bluefin Sea Sports –HKBIA member) on the development of the sailing yacht economy. It was then followed with a panel discussion on the development of the yacht industry in the Greater Bay Area (GBA) and the Development in the Marine Industry. Lawrence Chow (Chairman), gave a speech on the potential benefits to the industry within the GBA and how Hong Kong could be the key player in the overall strategy. He also highlighted the bottleneck the industry faces due to the lack of moorings and how this could affect the overall GBA strategy. The forum was concluded with speech from Andy Treadwell on the key elements that are needed to grow boating Treadwell believes that the whole of the industry, from sailboats to superyachts and all the businesses in between and alongside, will only develop if governments understand the huge potential economic impact and social benefits that a developing boating industry would bring. 

    Collaboration is the key to development, and if key industry players can work together and lobby governments in the right way, then the market will flourish.
